The result is evaluated through measuring how many national scale Grid projects are
initiated in APEC.

How, briefly, this project responds to the priorities set by APEC Leaders and
 
Ministers, as evidenced by parts of the APEC Action Agenda including Action
 
Program, work plan, vision statement, and policy statement that related to
 
this project.
 
The importance of competitive and efficient information infrastructure development has
 
already been recognized at the various levels of APEC. That includes The Vancouver
 
Framework for Enhanced Public-Private Partnerships in Infrastructure Development
 
(attachment to APEC Leaders' Declaration, 25 November 1997).
 

 
In Seoul Declaration of May 1995, the leaders defined the five objectives of APII to
 
strengthen cooperation in every level. Five objectives were facilitating the construction
 
and expansion of an interconnected and interoperable information infrastructure in the
 
region; encouraging technical cooperation among the member economies in the
 
development of the infrastructure; free promotion and efficient flow of information;
 
furthering the exchange and development of human resources; and encouraging the
 
creation of a policy and regulatory environment that favorable to the development
 
of the Asia Pacific Information Infrastructure.
 

 
In Mexico Declaration of October 1998, the ministers encouraged APEC to support
 
partnerships and networks for Science and Technology Industry Cooperation in the
 
21st century. As action items, clause 1, 2, 5 emphasize the formation and strengthen
 
of networks in specific areas of Science & Technology (S&T) across APEC.
 

 
In the vision of APEC Agenda for Science and Technology Industry Cooperation
 
into the 21st century, it is described that the successful development of application
 
and commercialization of industrial science and technology will depend upon the ability
 
of APEC economies. To create strong open innovation systems and to work
 
cooperatively to catalyze the development of strong sustainable regional S&T networks
 
and partnership.
 

 
Moreover, the Ministers' Declaration of Manila stated: Giving priority APEC joint activities
 
to harness technologie for the future expanding the capacities of its members
 
to absorb existing industrial science and technology, and also developing new
 
technologies for the future to promote a free flow of information and technology.
 

 
This project is designated to respond directly to the needs established by the APEC
 
Leaders and Ministers. It will be developed and invested in sharing the information
 
infrastructures to narrow the technological gap in the science and technologies
 
on telecommunications sector and finally attain sustainable growth and balanced
 
development in the region.
 

 
Through this project, the goal of balanced development of the Asia Pacific Information
 
Society will be achieved rapidly since it meets the needs of the developing
 
economies to access high performance R&D resources cost-effectively.
